In October 2017, then US president Trump personally delivered the message to former president Duterte, who weeks later issued a proclamation terminating the NDFP-GRP peace negotiations and declaring the CPP and NPA as terrorists. On the advice of the U.S., officials of the newly installed Marcos regime have already declared it will not resume the NDFP-GRP peace negotiations.&#xA;&#xA;The U.S. opposes the NDFP-GRP peace negotiations because it wants the armed suppression of the patriotic and democratic forces that oppose US intervention and domination. The U.S. government is also pushing for the so-called “localized peace talks” to carry out a widespread war of pacification to allow the unimpeded entry of American multinational corporations which are aiming to control around 300,000 hectares of plantation land and mining areas in Mindanao.&#xA;&#xA;The U.S. imperialists also want a perpetual war in the Philippines to ensure a steady market for U.S. bombs, jet fighters, artillery, rifles and bullets. To unload itself of surplus military supplies, the U.S. has been pushing the Philippine military and government to carry out a costly and brutal aerial bombardment campaign in counterguerrilla operations.&#xA;&#xA;The U.S. inclusion of the CPP and NPA in its FTO list is being used to justify the deployment of US military forces in the Philippines.&#xA;&#xA;Since 2017, an undetermined number of American soldiers are operating in the Philippines under the Operation Pacific Eagle-Philippines (OPEP). The stealing is being carried out brazenly by rigging the automated elections and the Comelec’s “unofficial quick count” fed to the media, to perpetuate the six-year Duterte tyranny and bring back the thieving Marcoses to power.&#xA;&#xA;The almost nightly mass rallies of hundreds of thousands of people across the country and the widespread outpouring of support both from the middle classes and toiling masses during the past several months are proof that the Robredo-Pangilinan opposition tandem are the real winners of the vote.&#xA;&#xA;Thus, a great number of people are justified in their outrage against the Comelec over the thousands of malfunctioned vote counting machines. The bigger steal, however, was carried out by the Duterte-appointed Comelec preprogramming of the Smartmatic vote counting machines that shaved and padded votes in Marcos’ favor. This was combined with massive vote-buying, preshading of ballots, as well as armed coercion, harassment and red-tagging especially in the rural areas.&#xA;&#xA;With absolute control over the electoral system, Duterte is stealing the 2022 elections with the same ease as he stole the 2019 elections. As we have pointed out earlier, the May 2022 elections are stacked up for Marcos with the system of “automated counting” under the control of Duterte, his Comelec appointees and their Smartmatic programmers.&#xA;&#xA;The results have been preprogrammed to make it appear that Marcos won by a “wide margin” and make his “victory” appear “beyond question.” The rapid release of “unofficial” results was meant to overwhelm and paralyze the people with awe, and preempt election protests and street protest actions.&#xA;&#xA;Duterte and the Comelec, however, are over weaving the illusion of a Marcos “landslide victory” over opposition leader Leni Robredo. It has left the people incredulous. <p>The Communist Party of the Philippines (CPP) today said units of the New People’s Army (NPA) in areas affected by typhoon Agaton are being dispatched to carry out efforts to help in rescue and rehabilitation efforts. Parts of Eastern Visayas, Cebu and northern Mindanao have been hit by floods due to continuous rains over the past days.</p>

<p>At the same time, the CPP called on the Armed Forces of the Philippines (AFP) to withdraw its forces which have been occupying and hamletting villages especially in Eastern Visayas in order to allow the people to move freely and attend to their urgent needs.</p>

<p>“The NPA must immediately prepare rescue, medical and construction teams composed of Red fighters, militias and local activists to respond to any urgent needs of the people,” added Valbuena. He also urged all revolutionary forces to organize efforts to ensure the quick delivery of supplies for relief and rehabilitation work.</p>

<p>At least 45,000 are estimated to have been affected by Typhoon Agaton. It is expected to merge with a bigger tropical storm (“Malakas”) currently in the east of the country.</p>

Widespread inundation has caused the destruction of thousands of homes and hundreds agricultural crops.&#xA;&#xA;People have been forced to flee their homes and congregate in evacuation centers where they are vulnerable to the spread of disease and infections. Cagayan province, one of the worst hit by the floods, saw spikes in Covid-19 infections last month, as well as in the period immediately after last year’s floods.&#xA;&#xA;The most devastated are the peasant masses, the ethnic minority groups, gardeners and working people whose source of livelihood was damaged by floods. Large areas of vegetable and strawberry farms in Benguet are submerged in water. Hundreds of sacks of newly harvested corn were washed away by raging waters. Classrooms and educational materials were destroyed. People fear that the plan to open the floodgates of Magat dam this afternoon will bring greater destruction.&#xA;&#xA;As before, the Duterte government is showing utter lack of concern for the sufferings of the victims of massive flooding. The adults were both members of Mapasu, a lumad community organization opposed to mining operations in their ancestral lands, which the AFP has maliciously red-tagged as an “NPA front.” Angel was enrolled in the DepEd alternative learning system and was trying to earn fare money to bring her requirements to school.&#xA;&#xA;The AFP is promoting the lie that the three were New People’s Army (NPA) fighters in a vain attempt to cover up their crimes. This lie is being propagated by top officers of the 4th ID and other higher military officers.
