A Dec. 1 statement from the Korean Committee for Space Technology notes, “Scientists and technicians of the DPRK analyzed the mistakes that were made during the previous April launch and deepened the work of improving the reliability and precision of the satellite and carrier rocket, thereby rounding off the preparations for launch.”

The statement continues, “The polar-orbiting earth observation satellite will blast off southward from the Sohae Space Center in Cholsan County, North Phyongan Province by carrier rocket Unha-3 in the period between December 10 and 22. A safe flight path has been chosen so that parts of the carrier rocket that might fall during the launch process would not affect neighboring countries.”

The statement also notes, “At the time of the April launch, the DPRK ensured utmost transparency of the peaceful scientific and technological satellite launch and promoted international trust in the fields of space science researches and satellite launch. The DPRK will fully comply with relevant international regulations and usage as regards the upcoming launch, too.”

On Dec. 4, U.S. Secretary of State Hillary Clinton complained about the planned satellite launch at a meeting of NATO representatives. To the dismay of U.S. policy makers, the DPRK has made real strides in developing space technology and defends it right to do so.

The report says, “Scientists and technicians of the DPRK are set to launch Kwangmyongsong-3, the earth observation satellite, manufactured by their own efforts and with indigenous technology in the wake of its successful launch of two experimental satellites pursuant to the DPRK government's policy on space development and peaceful use. The report says the visitors to the launching site were “briefed on the mission and performance of the polar-orbiting earth observation satellite: It will gather necessary information on the distribution of forestry resources in the country, severity of natural disasters, crop estimate, weather forecast and survey of natural resources during polar orbit.”

DPRK's Successful Launch of Satellite Kwangmyongsong-2

Pyongyang, April 5 (KCNA) — Scientists and technicians of the DPRK have succeeded in putting satellite Kwangmyongsong-2, an experimental communications satellite, into orbit by means of carrier rocket Unha-2 under the state long-term plan for the development of outer space.

Unha-2, which was launched at the Tonghae Satellite Launching Ground in Hwadae County, North Hamgyong Province at 11:20 on April 5, Juche 98 (2009), accurately put Kwangmyongsong-2 into its orbit at 11:29:02, nine minutes and two seconds after its launch.

The satellite is going round the earth along its elliptic orbit at the angle of inclination of 40.6 degrees at 490 km perigee and 1 426 km apogee. Its cycle is 104 minutes and 12 seconds.

Mounted on the satellite are necessary measuring devices and communications apparatuses.

The satellite is going round on its routine orbit.

It is sending to the earth the melodies of the immortal revolutionary paeans “Song of General Kim Il Sung” and “Song of General Kim Jong Il” and measured information at 470 MHz. By the use of the satellite the relay communications is now underway by UHF frequency band.

The satellite is of decisive significance in promoting the scientific researches into the peaceful use of outer space and solving scientific and technological problems for the launch of practical satellites in the future.

Carrier rocket Unha-2 has three stages.
