Estados Unidos, como país imperialista, tiene un libreto que aplica, con pocas variaciones, para derrocar los gobiernos de países ricos que le son adversos. El libreto contiene los siguientes pasos: primero, provocar escasez de productos de primera necesidad; segundo, financiar protestas masivas de la población y el desplazamiento de esta a los países vecinos; tercero, ofrecer ayuda “humanitaria”, ante la cual el gobierno del país tiene la disyuntiva de aceptarla, lo que puede convertirla en un caballo de Troya, o rechazarla corriendo el riesgo de que sea presentado como enemigo de la población necesitada; si estas acciones no son suficientes, viene, el cuarto paso, la intervención militar.

Si logran ganarse al ejército nacional o parte de este, le delegan la tarea de asesinar al líder del gobierno y todos los que puedan defenderlo, como hicieron en Chile con el gobierno socialista de Salvador Allende y en Granada con el de Maurice Bishop; en el primer caso no necesitaron trasladar los Marines al país, en el segundo caso no les bastó el sesinato sino que luego vino la invasión.

Por supuesto, no siempre salen victoriosos. De Vietnam salieron derrotados y de Siria van a terminar retirándose mientras el presidente Bashar al-Assad permanece. Un papel muy importante en la aplicación del libreto lo juegan los llamados medios de comunicación internacionales –que son realmente monopolios privados creadores de opinión–. El papel de estas empresas es muy eficiente. Un caso significativo es la llamada Primavera Árabe, sobre la cual llegaron a convencer incluso a personas que tienen formación ideológica y con posiciones de izquierda; a pesar de lo cual no alcanzaron a descubrir que la tal primavera solo tuvo lugar en países con gobiernos no amigos de Estados Unidos y con riquezas petroleras. Se trató realmente de un plan del gobierno de Barack Obama.

La aplicación del libreto es la que está en marcha en Venezuela; con el agravante de que nos encontramos en un momento en el que el mundo, particularmente, América Latina, se ha corrido hacia la derecha, es decir, que es un momento favorable a Estados unidos y sus aliados de derecha extrema como Duque y Bolsonaro.

En los momentos de crisis, como el actual, se definen cuestiones esenciales, los espacios intermedios, nebulosos, se evaporan; como dijo Halimi, hablando de los “chalecos amarillos”, “en momentos de cristalización social, de lucha de clases sin rodeos, uno debe elegir su bando. El centro desaparece, el pantano se seca. Y entonces, incluso los más liberales, los más cultos, los más distinguidos olvidan la tontería de “vivir juntos” (Le Monde diplomatique, edición 185, “Lucha de clases en Francia, año 2019”, pág. 12). Para esquematizar el problema podemos decir: Trump o Maduro.

El secretario del Departamento de Estado de EE.UU., Mike Pompeo, amenazó al presidente de Venezuela con llevarlo a la cárcel de Guantánamo. Seguramente está pensando en Manuel Antonio Noriega –presidente de Panamá que fue detenido en su país por un comando militar de Estados Unidos y llevado a una cárcel de este país– el presidente de Colombia, en su visita a Donald Trump, también repitió que para Maduro no habrá amnistía, que debe ir a la cárcel; el consejero de Seguridad Nacional, John Bolton, les dijo a los altos mandos del ejército de Venezuela que quienes se pasen a tiempo al lado de los enemigos del Gobierno venezolano no serán castigados. Nótese que no dijo que la justicia venezolana posiblemente los puede amnistiar, Bolton ya se ve legislando en el vecino país. Todas estas declaraciones se parecen a El cuento de la lechera, de Esopo.

El ejército norteamericano no va a llegar a Venezuela de entrada por salida y detener al presidente. Si dan el paso siguiente, después de la ayuda “humanitaria”, se iniciará una guerra que, como todas las guerras, se sabe cuándo y cómo empieza pero no cómo ni cuándo termina. Todo indica que no lograrán comprar al ejército Bolivariano, además de que el país cuenta con cerca de un millón de milicianos y milicianas en armas.

Además, Estados Unidos, de nuevo, hará una guerra lejos de su casa y, en este caso, hará uso de las bases militares que ya tiene en territorio colombiano. Algunas de las bombas disparadas en la frontera caerán sobre población colombiana no norteamericana. La emigración de la población hacia los países vecinos, que hoy se cuenta en cientos de miles, se contará en millones.

La verdadera izquierda latinoamericana y mundial tendrá que solidarizarse con el gobierno y el pueblo venezolanos, como lo ha hecho siempre con los pueblos víctimas del fascismo y del imperialismo. El único escenario favorable en el futuro cercano es que se respete la soberanía del país bolivariano, que los venezolanos autónomamente resuelvan sus problemas, pero esto el imperialismo y la extrema derecha no podrán entenderlo. Es demasiado tentadora, para Estados Unidos, la posibilidad de apropiarse un país que cuenta con las mayores reservas petroleras del mundo.

The United States, as an imperialist country, has a script that it applies, with few variations, to overthrow the governments of rich countries that are adverse to it. The script contains the following steps: first, provoke a shortage of basic necessities; second, finance massive protests of the population and the displacement of the population to neighboring countries; third, offer “humanitarian” aid, which leaves the government of the country with the dilemma of accepting it, which can turn it into a Trojan horse, or reject it running the risk of being presented as an enemy of the needy population; if these actions are not enough, there comes the fourth step, military intervention.

Of course, they are not always victorious. In Vietnam they were defeated and in Syria they will end up leaving while President Bashar al-Assad remains. A very important role in the application of the script is played by the so-called international media – which are really private monopolies that create opinion. The role of these companies is very efficient. A significant case is the so-called Arab Spring, about which they managed to convince even people with ideological backgrounds and left-wing positions; in spite of the fact that they could not discover that such a spring only took place in countries with governments not friendly to the United States and with oil wealth. It was really a plan of Barack Obama's government.

The application of the script is the one that is underway in Venezuela; with the aggravating circumstance that we are at a moment in which the world, particularly Latin America, has moved to the right, that is, it is a favorable moment for the United States and its extreme right-wing allies such as Duque and Bolsonaro.

As Halimi said, speaking of the “yellow vests,” “in moments of social crystallization, of class struggle without detours, one must choose one's side. The center disappears, the swamp dries up. And then, even the most liberal, the most educated, the most distinguished forget the nonsense of “living together” (Le Monde diplomatique, edition 185, “Class Struggle in France, year 2019”, p. 12). To outline the problem we can say: Trump or Maduro.

The U.S. Secretary of State, Mike Pompeo, threatened the president of Venezuela with jail in Guantanamo Bay. Surely he is thinking of Manuel Antonio Noriega – president of Panama who was detained in his country by a U.S. military command and taken to a U.S. prison. The president of Colombia, in his visit with Donald Trump, also repeated that there will be no amnesty for Maduro and he has to be jailed. The National Security Advisor, John Bolton, told the high commanders of the Venezuelan army that those who go over to the side of the enemies of the Venezuelan government will not be punished. Note that he did not say that the Venezuelan justice system could possibly amnesty them. Bolton is already legislating from a neighboring country. All these statements resemble Aesop's The Milkmaid's Story.

The U.S. army is not going to enter and exit Venezuela to arrest the president. If they take the next step, after “humanitarian” aid, a war will begin that, that like all wars, one knows when and how it begins but not how or when it ends. Everything indicates that they will not be able to buy the Bolivarian army, in addition to the fact that the country has nearly one million militiamen under arms.

In addition, the United “States, once again, will wage a war far from home and, in this case, will make use of the military bases it already has in Colombian territory. Some of the bombs dropped on the border will fall on non-American Colombians. The emigration of the population to neighboring countries, which today is counted in hundreds of thousands, will be counted in millions.

The true Latin American and world left will have to show solidarity with the Venezuelan government and people, as it has always done with the peoples who are victims of fascism and imperialism. The only favorable scenario in the near future is that the sovereignty of the Bolivarian country be respected and that Venezuelans autonomously solve their problems. This is something that imperialism and the extreme right will not be able to understand. The possibility of seizing a country that has the largest oil reserves, is too tempting for the United States.
